Fernando Lagarde
Director of Legal, Policy and Regulation
Fernando leads RELP’s policy and regulation knowledge department. In this role, he gives strategic and hands-on advice and is responsible for the design of RELP’s legal toolkit and frameworks and related administrative procedures. Fernando is a lawyer, having graduated from the Universidad del Salvador, and holds a master’s degree in administrative law from the Universidad Austral. He served as a public sector legal advisor beginning in 2001, in the former Ministry of Economy, the Senate of the Argentine Republic, and the Undersecretary of Renewable Energy and Energy Efficiency. In the Senate, he participated directly in drafting the new Law on Renewable Energies of Argentina (Law 27.191). As an advisor to the Undersecretary of Renewable Energy and Energy Efficiency for Argentina, he had a special role in formulating the complementary regulations of the regime for the promotion of renewable energies and the RenovAr Program. In December 2004, he became a member of the buffet Comadira Abogados, specializing in public law, in particular, administrative and constitutional law. He has a degree in and is a master’s lecturer in administrative law at the Universidad Austral and is a lecturer in the Executive Program in Renewable Energy at UCES University, among other institutions.
