Founder & CEO
Based in Valencia, Spain
Sebastian is RELP's Founder and CEO, with 20 years of experience in the energy industry. As CEO, he is responsible for setting and implementing the company's overall strategic vision, guiding its growth, and ensuring its success.
Sebastián holds a degree in mechanical engineering from UTN (Argentina), an MSc. in renewable energy from the EUREC Agency (Brussels), NTUA (Greece), and the University of Zaragoza (Spain), as well as an Executive Development Diploma from IAE Business School (Argentina). He also has participated in various executive programmes at Harvard University.
Sebastián served as Argentina's Undersecretary of Renewable Energy (2016-2017) and Renewable Energy and Energy Efficiency (2018-2019). He is the architect of the RenovAr Programme, which drove over US$11 billion and 8.7 GW in clean energy investments since its launch in 2016.
He also played an instrumental role in working with Argentina’s National Senate as an author of the Renewable Energy Law (Law 27.191).
In 2017, Sebastián worked with Harvard University to set up RenovAr as a Case Study due to its outstanding achievements. In 2018, he was appointed as Chair of the Council of the International Renewable Energy Agency (IRENA) and selected as a Fellow of the Eisenhower Foundation (EF) and as a Global Leader of the World Economic Forum (WEF).
In 2019, he received the Clean Energy Award of the Latin American and Caribbean Council on Renewable Energy (LAC- CORE), the LIDE Award of the Year and the Climate Breakthrough Project Award (an initiative of the Packard Foundation with the support of the Oak, Good Energies, and IKEA foundations), a US$2 million prize for developing RELP (formerly Greenmap).
In the academic sector, Sebastian is the founding director of the Master of Science in Renewable Energy Programme at the National Technological University (UTN).
Co-Founder & COO
Based in Valencia, Spain
Mauro is RELP’s Co-founder and COO. He oversees an organisation's day-to-day operations and ensures they align with the strategic goals set by the CEO and executive team.
Mauro holds an economics degree from the Universidad del Salvador (Argentina) and an MSc. in Business from Stanford University (USA).
He has an extensive professional career in the energy sector in renewable generation, power generation, conventional and non-conventional oil and gas upstream, and LNG.
In 2016, after a long career in Tecpetrol where he served in different management roles, Mauro was named National Director of Renewable Energy at Argentina’s Ministry of Energy and Mining. He had a leadership role in the design and implementation of the “RenovAr”, Argentina’s impactful renewable energy procurement programme; the design and negotiation of the World Bank Guarantee for it, and the design of the regulation for the promotion of the C&I renewable electricity market.
In 2018, Mauro founded EOS Energía, a consulting firm specialising in renewable energy and electricity markets based in Buenos Aires. In 2019, he co-founded Conecto Energía, Argentina’s first digital marketplace for renewable and conventional energy. He teaches at post-graduate renewable energy programs at UCES and UTN universities in Buenos Aires. He has been chair of the Wind Committee and a member of the Board of Directors of the Argentina Renewable Energy Chamber. Mauro is a member of the BMW Foundation Herbert Quandt’s Responsible Leaders Network.
Director of Country Engagement & Partnerships
Based in Turin, Italy
Andrea is responsible for developing and managing RELP's engagement efforts with host country governments, partners, and other key stakeholders.
He holds a degree in Economics and an MA in Sustainable International Development. He has 20+ years of experience as a consultant, entrepreneur, and academic lecturer in the renewable energy sector.
Between 2005 and 2008, he worked for Trinergy Ltd., a wind energy asset manager based in Dublin, Ireland, and New Energy Finance in London, UK.
From 2009 to 2020, Andrea worked for the creation and start-up phase of three companies, whose core business includes renewable energy project development and consultancy in Latin America, digital solutions for energy efficiency in the C&I market, and small-scale renewable energy and hybrid systems generation in Europe. He has worked as an adjunct professor at Brandeis University and the Universidad Tecnológica Nacional (UTN) in Buenos Aires.
Managing Director iTrust
Based in Paris, France
Liz is iTrust’s Managing Director and RELP Board of Advisors member since 2023.
As MD, Liz leads the establishment and rollout of the iTrust guarantee fund.
She has an MBA from INSEAD, France, and a BSc in Applied Math from Yale University.
Liz was with the International Finance Corporation (IFC) for over 20 years where she served as Director of Corporate Strategy and Resources, Regional Director for Latin America and the Caribbean, and IFC’s Chief Information Officer; and Managing Director of Global Sustainable Finance Group with Bank of America.
Liz is a senior executive with deep expertise in multilateral development, corporate and project finance, and impact and sustainable investing, particularly in emerging markets. She is passionate about leveraging technologies for the greater good of nonprofit work. Before her position with IFC, Liz worked with Goldman Sachs and Morgan Stanley.
Director of Country Delivery
Based in Buenos Aires, Argentina
As Dorector of Country Delivery, Ramiro is responsible for assessing, analysing and proposing the procurement programme and auction design of each country where RELP has a cooperation agreement. He organise the local teams and hub staff to start the country analysis and data collection, the risk assessment and the risk mitigation proposal. Ramiro work closely with the Director of Legal, Policy and Regulation to get the tender document according to the countries' needs.
The Director of Country Delivery also support governments during the public consultation and pre-qualification of investors and once the auction is launched, the he supports the receipt of bids, evaluation, award and contract signing.
Ramiro is a lawyer from Universidad Nacional del Litoral. He holds a Master's in Tax Law from Universidad Nacional del Litoral—Argentina—and a Master's in Finance and Law from Universidad del CEMA.
He is a Founding Partner of GB Abogados, where he focused on Mergers and Acquisitions, Corporate Law, Investment Structures—project Finance, and Renewable Energy.
He acted as Legal Advisor to the Argentinian Government for Renewable Energy, with a special role in designing the regulatory framework, PPAs, and guarantees granted to projects under the RenovAr Programme.
He has been a lecturer at Universidad de Ciencias Empresariales y Sociales (UCES) Corporate Law and Project Finance since 2002; a lecturer at Universidad Tecnológica Nacional in Regulatory Framework for Renewable Energies for the MSc. and in Renewable Energies; and a lecturer at Universidad de Buenos Aires, Mergers & Acquisitions for the Master Degree in Commercial Law.
Director of Innovation & Technology
Based in Buenos Aires, Argentina
Martin leads RELP’s technical department, responsible for innovation, data management, design, and implementation of IT and modelling processes.
Martin is a civil engineer majoring in hydraulics (University of Buenos Aires, Argentina, UBA), and a specialisation in energy (ITBA, Argentina). He has an extensive professional career in the energy sector, including hydraulics, upstream oil and gas industry, and energy modelling, with more than 20 years of experience.
He worked in Argentina for the National Institute for Water (INA) the Regional Climate Lab (CIMA-UBA), and in Denmark for the Danish Hydraulic Institute (DHI).
He was involved as a researcher of hydro-environmental and climate change projects related to international programs (START, TWAS, UNEP, UNFCCC).
He also has more than 15 years of experience working in the private energy sector, where he served in many different technical leadership roles for large international companies (Tecpetrol, Petrobras, Sinopec, Oxy, and YPF).
Martin was a member of the Board of Directors of the Society of Petroleum Engineers (SPE Argentina) and has taught courses at the School of Engineering of the University of Buenos Aires.
Director of Legal, Policy and Regulations
Based in Buenos Aires, Argentina
Fernando leads RELP’s legal, policy, and regulation knowledge department. He provides strategic and hands-on advice and is responsible for designing RELP’s legal toolkit and frameworks and related administrative procedures.
Fernando is a lawyerwho graduated from the Universidad del Salvador and holds a master’s degree in administrative law from the Universidad Austral. He is also a master’s lecturer in administrative law and renewable energy legal framework at the Universidad Austral and the Technological Institute of Buenos Aires (ITBA), among other institutions.
He served as a public sector legal advisor beginning in 2001, in the Ministry of Economy, the Senate, and the Undersecretary of Renewable Energy and Energy Efficiency of the Argentine Republic. In the Senate, he directly drafted the new Law on Renewable Energies of the country (Law 27.191). As an advisor to the Undersecretary of Renewable Energy and Energy Efficiency, he had a special role in formulating the complementary regulations of the regime for the promotion of renewable energies and the RenovAr Programme. In December 2004, he became a member of the buffet Comadira Abogados, specialising in public law, in particular: administrative and constitutional law.

Florencia leads the Research Department, which supports the entire organisation on countries´ investment environment, power sector readiness to foster private sector participation, and auction implementation for renewable energy, BESS, and grids.
She has an Economics degree and an International Economics Relations MA from Buenos Aires University (UBA).
She is a seasonal energy specialist with vast experience in research and economic and financial analysis of infrastructure projects. At Argentina's Undersecretary of Renewable Energy, her main responsibility was designing a regulatory framework to encourage local renewable energy equipment manufacturing and attract foreign investment. Before this role, Florencia worked as an economic consultant in the private and public sectors.

Marcos is a Software Developer focusing on back-end development.
Based in London, United Kingdom
As a senior lawyer, Khushboo assists in legal research and drafting while undertaking policy analysis.
She has an LL.B. (Symbiosis Law School, India), an LL.M. in International Law from The Geneva Graduate Institute, Switzerland and a Master in Public Policy from The London School of Economics, United Kingdom.
She has experience in legal and policy research, analysis, and drafting. She also has over a decade of litigation experience in India, primarily before the Supreme Court of India and the National Green Tribunal, with a focus on environmental matters.

As a Sr. Mathematical Modeling Scientist, he primarily focuses on developing models for renewable energy auctions.
Pablo has a PhD in Mathematics from the University of Buenos Aires (UBA), Argentina.
His mathematical research focuses on game theory, a critical tool for analysing renewable energy auctions. He has developed programming skills through active participation in the ICPC (International Collegiate Programming Contest). Additionally, his experience as a data scientist at GranData has further strengthened his expertise in applying mathematical models to real-world problems.

Based in Lome, Togo
As senior regional Programme Manager, Aminata drives RELP's strategy in Africa, forging partnerships with governments, MDBs, and DFIs and securing agreements for program implementation. She collaborates with the iTrust team to position it as a regional guarantee facility and manages relationships with potential funders.
She is an Electrical Engineer and has a Master's Degree in Renewable Energy and Energy Efficient.
Since 2022, Aminata has been a senior advisor for the Tony Blair Institute, supporting Togo’s Minister of Energy to advance universal access by 2030. With over 8 years of experience, including roles at Engie and Power Africa, she has secured $4M for off-grid businesses, fostered regulatory reforms, and driven energy access in rural areas. Aminata is an Electrical Engineer with a Master’s in Renewable Energy and Energy Efficiency from ÉTS, Montreal.

Rodolfo oversees financial planning, budgeting, and compliance, ensuring alignment with donor requirements and organisational standards. He collaborates with fundraising teams to integrate financial strategies with grant opportunities and manages audits to ensure transparency and accountability.
He is a graduate of Economics from the University of Cuyo and Coaching Ontológico (IAT).
Rodolfo has experience as a Financial Controller and Administration Manager, optimising resource allocation through efficient financial processes, preparing reports and forecasts to support leadership, and ensuring compliance with international accounting standards through robust controls.

As a PM, Javier focuses on Establishing and maintaining project management standards, developing and implementing PM policies and procedures, and overseeing the planning, execution, and completion of projects.
Javier has a bachelor's Degree in Business Administration (University of Zaragoza)
and an MBA in international trade and commerce (ICEX España Exportación e Inversiones).
Javier has experience as Project Business Developer in Solar PV and BESS projects in Spain and SEE region. Also was Solar PV Account Manager in a portfolio management project from EPC and O&M contract negotiation to commissioning and Business Development Manager (Financial analysis of utility scale solar PV projects, DSA contract negotiation with partner developers, prospect new project and business opportunities in the SEE region).

As a semi-senior front-end developer, Nahuel creates and supports existing software solutions.
He is a computer technician from the Instituto Politécnico Superior (Rosario, Argentina) and a Programming analyst - Currently in progress - at the Interamerican University, Argentina
Nahuel has a few years of experience as a software front-end developer, working in different areas such as crypto, telemedicine, insurance, and more.

As a semi-senior product designer, Julieta's main responsibilities are to develop visual designs for the AREA platform, ensuring they align with the brand identity and enhance the user experience, and collaborate with cross-functional teams to design intuitive and engaging user interfaces.
She is a Front-End Developer from CoderHouse, Argentina, and a Lawyer from the University of Buenos Aires (UBA), Argentina.
Before taking on the role of Product Designer, she worked as a Front-End Developer in RELP. Prior to that, she worked on several projects and for a variety of clients.

Esteban leads front-end development, guiding technical direction and implementation. He mentors junior developers, conducts code reviews, and collaborates with UX/UI designers and back-end developers for smooth integration. He ensures high-quality, efficient, and maintainable code while staying updated on new technologies and trends.
Esteban holds a Bachelor's in International Business / International Trade from the Universidad Nacional Experimental Marítima del Caribe (2012-2017). In addition to his degree, he has completed certifications in GitHub Foundations and the Job-Ready program (Alkemy Acceleration Program), as well as self-paced courses in Front-End Web Development with Jon Mircha and Midudev and Front-End Development with Hector de Leon.
Esteban has been a Front-End Developer since January 2021, building custom websites with React.js, JavaScript, TypeScript, and frameworks like Next.js and Material UI. He has integrated REST APIs and created responsive web pages for international clients. In 2022, he worked for Time Jobs in Chile, translating designs into code using React.js, Next.js, and TypeScript, and collaborating in an Agile SCRUM environment. During his internship at Alkemy in 2021, Esteban developed a website for an NGO, applying React.js, Redux Toolkit, and SOLID principles.

As RELP’s Graphic Designer, her primary objective is to communicate the organisation's mission visually in the most impactful way possible. Her key responsibilities include developing graphic materials, supporting internal departments, designing event materials, and maintaining brand identity.
Luisa holds a Bachelor of Design from the University of San Andrés, Argentina, complemented by a Programme in Cultural Project Management from the Complutense University of Madrid, Spain. She also completed a Programme in Information Design at FH Joanneum University, Austria and earned the IB Full Diploma from the International Baccalaureate.
She worked on various projects, including editorial design and illustrations for books and a digital magazine. At Nonconformist, she worked as a Design Researcher, identifying client and user needs to create effective solutions. Previously, as a Teaching Assistant at the University of San Andrés, she developed visual charts and presentations to communicate complex ideas.

As a semi-senior people partner, Macarena leads the Recruitment and selection Process, including strategy development, identifying top-tier talent, and researching market compensation. She also supports the onboarding process and maintains collaborator records (personal details, policies, holidays); reviews and improves HR processes; analyses compensation data; assists with structure mapping; and proposes benefits.
She has a human resources degree and a postgraduate degree in labour psychopedagogy.
Macarena has experience in Human Resources and has held various roles, such as Talent Acquisition Specialist and HR Business Partner.

The RELP Communications Lead manages the organisation’s external communications while ensuring alignment with internal strategies. This role encompasses strategic communication planning to enhance RELP’s visibility and impact.
Sophie has a degree in Communication (UBA, Argentina) and a postgraduate degree in Climate Change policies (UBA, Argentina) and is pursuing a Master's in Corporate Communication and Sustainability at the University of Barcelona.
She was the driving force behind Argentina's Women in Sustainable Energy Association (AMES).
Between 2016 and 2018, she worked in Communications and Press at the Undersecretariat of Renewable Energy with part of today's RELP team.

Based in Luxembourg
Jean-Marie creates the iTrust multi-sub-fund platform in Luxembourg, coordinates the work with selected service providers, and leads the assessment to launch the "iTrust sub-fund for Southern African Power Pool (SAPP) member countries" in 2025 in partnership with the Africa Development Bank (AfDB).
Jean-Marie has an MBA from INSEAD, France, and a Master of Science equivalent in Agronomy from Agro Paris Tech and ENSAT, France. I have completed executive education programs at leading institutions, including Stanford, Harvard, IMD, and the Center of Corporate Leadership. Additionally, I am an alumnus of the IFC Corporate Leadership Program, World Bank Group, in Washington, DC.
He has 33 years of experience, including 27 years at IFC, World Bank Group (1994–2021), leading 170+ investment transactions and programs worth $11 billion and fostering partnerships with global financial and development institutions. His expertise spans political risk insurance (MIGA), sustainable finance (including launching the $1.4 billion Amundi Planet EGO fund), and structuring investments with guarantees. He has worked with the IMF on the $42 billion RST programme and as a Visiting Scholar on climate debt scalability. Additionally, he has extensive experience managing multicultural teams, mitigating risks, and leading technical assistance initiatives, aligning with RELP's growth vision.

Julio coordinates the delivery of support services and activities in countries where RELP maintains an active Cooperation Agreement.
Juan is an economist who graduated from the University of Buenos Aires and holds a Master’s degree in Green Economy from the University of Lleida.
He brings over 15 years of experience in financial and economic analysis, regulatory affairs, and consulting for industrial development, sustainability, and energy transition. In Argentina’s RenovAr Programme, he served as Advisor to the Secretary of Industry, spearheading the implementation of local content policy.

Liliana manages calendars, handles communications, coordinates meetings, makes travel arrangements, prepares documents, and provides administrative support.
Liliana holds a Bachelor's in Law from Universidad de Mendoza, a Postgraduate in Notarial Law from Universidad Notarial Argentina, and a Master's in Immigration and Migration Studies from UNED. She has taught as a Professor of Legal and Social Sciences at UCA and holds a degree in Elementary Education from UNC. She has completed courses in Social Media Management, Website Creation, Office Tools, Gender Equality in Labor Recruitment, and Prompt Evaluation. Through various language institutions, Liliana is proficient in English, French, Portuguese, and Italian.
In addition to extensive experience in legal matters and notarial law, she has served as Executive Secretary at the Colegio Notarial de Mendoza, Argentina. In this role, she was responsible for group management and organising and executing professional travel arrangements for the institution's members.

As a semi-senior research analyst, Juan Francisco's main responsibilities are creating and maintaining energy and macroeconomic databases, researching external reports, and developing and updating profiles on RELP's target countries.

Juan leads software development at RELP, focusing on architecture, team collaboration, and innovation to deliver secure, scalable, high-quality solutions aligned with strategic objectives.
Juan studied Computer Science and is currently working on his final thesis.
He is an expert in software development, team leadership, and secure, scalable cloud architectures. Proficient in Python, Rust, and modern frameworks, he mentors teams and shares his knowledge at events like PyCon Argentina and Nerdearla 2024. He specialises in software security and leverages platforms like AWS, Azure, and GCP to optimise performance and reliability.

As NLP and computational algorithm developer, Federico is responsible for data cleaning, data science, and implementation of LLM tools.
He has a degree in Physics from the University of Buenos Aires, Argentina.
He was a Lagrange Fellowship winner at ISI Foundation, Torino, Italy (data science for social good, ML scientist) twice.

Based in Abu Dhabi, United Arab Emirates
Her key responsibilities involve designing and implementing an ESG framework for the iTrust Fund, monitoring ESG performance, and leading capacity-building initiatives to promote impact and ESG standards across stakeholders.
Habone holds a Master of Science in Finance (MBA Equivalent) from the London Business School, a Postgraduate Certificate in Applied Economics from the University of Sussex, Brighton and a Master of Science in International Economics from the University of Grenoble, Alpes, France.
With over 13 years of experience in sustainable development, renewable energy, and climate finance, Habone has led high-impact projects and provided strategic support to governments, international organisations, and private sector stakeholders. Her work has focused on integrating sustainability into investment strategies, advancing climate finance solutions, and supporting the global transition to a net-zero economy. She has a strong background in renewable energy project facilitation, capacity building, and developing partnership frameworks aligned with sustainability goals.

As a semi-senior market data analyst, Nicolás helps conduct data searches and statistical analysis for Emerging Markets and Developing Economies. This includes economic and financial modelling of energy projects, evaluating RE and energy storage projects, auctions, and procurement mechanisms, assessing new data sources, updating internal databases, and improving data collection and structure.

Her work includes research on solar adoption barriers in Barbados and strategies for sector growth, supported by strong data analysis and collaboration to align initiatives with regional sustainability goals.

Based in The Hague, Rebecca is responsible for international, Europe-wide, and country programmes on energy systems transformation.
She has a strong interest in strategies that will lead to the support of countries and citizens for progressive decarbonisation policies and in creating targeted and measurable grant portfolios.
Since joining the ECF in 2008, Rebecca has helped to lead the ECF’s seminal Energy Union Choices and Roadmap 2050 series of publications and establish the International Forum for Energy. Daniel is a sustainable energy technology, financial, and market specialist with many years of experience implementing projects in Europe, Asia, Latin America, and Africa for private and public organizations. Some of the projects and business models that Daniel has been working on include the “Energy Savings Insurance” model currently in implementation in Latin America, Asia, and Europe; the “Financing RE through remittances project”; and the “Cooling as a Service” model, which was recognized by the Global Innovation Lab in 2019.
